With the notification of e-waste (Management and Handling) Rules, 2011 under Environment Protection Act, 1986, it is enjoined upon:
(I) Every “Producer” of electrical and electronic equipments to ensure collection and channelization of e- waste on the principles of ‘Extended Producer Responsibility’ and to obtain authorization from State Pollution Control Board.
(II) Every “Consumer or Bulk Consumer” to deposit e-waste to authorized collection centres / registered dismantlers or recyclers only and maintain records of e-waste generated by them in Form II.
(III) Every “Collection Centre” to obtain authorization from State Pollution Control Board.
(IV) Every “Dismantlers / Recyclers” to obtain authorization and registration from State Pollution Control Board.
The objective of these rules is to ensure scientific handling and disposal of e-waste to minimize adverse effects on human health and environment as e-waste becomes highly hazardous if handled improperly.
Any violation of above rules is punishable under Environment Protection Act with imprisonment up to five (5) years as fine up to Rs one lac.
