Monitoring at Polluted River Stretches in J and K

In compliance to the directions  under above reference Order of   Hon’ble National Green Tribunal ,the monitoring data of Polluted River Stretches identified in Jammu and Kashmir is to be up-loaded on SPCB web site with the link of CPCB and RRC Web Site for the general awareness of common masses  to know the  existing present  water quality status of these rivers.                          

            Water Quality Monitoring in Jammu and Kashmir State under National Water Quality Monitoring Program (NWMP) of CPCB/MOEF:-

 At present, J&K State Pollution Control Board is conducting the regular monitoring under National Water Quality Monitoring Program (NWMP) of MOEF/CPCB at 82 sanctioned  locations (27 in Jammu + 47 in Kashmir +8 in Ladakh)   on different Water Bodies in the State since 2011 , which are:-

 i)  In Jammu Region:-

    There are 27 identified, sanctioned monitoring locations on different water bodies.The monitoring is conducted as  per NWMP monitoring guidelines, as per the required frequency interval i.e on Quarterly basis for surface water bodies and half yearly basis for ground water bodies for the sanctioned locations on :-

The monitored data has been submitted to Govt. of India, which is available at CPCB Environmental Data Bank (EDB) site for further policy decisions at National level on comparison with the data of other similar water bodies in the country.  Besides this, state pollution control board has also brought the data of polluted water bodies to the notice of concerned District Development Commissioners for taking up the issue with the concerned / allied Departments for further remedial measures.

ii)   In Kashmir Region:-

            There are 55 (47in Srinagar+8 in Ladakh) identified, sanctioned monitoring locations on different water bodies.  The monitoring is conducted as per NWMP monitoring guidelines at following NWMP sanctioned sites:-

  The regular data of sanctioned locations of above water bodies is also submitted to CPCB for further policy decisions at national level on comparison with the data of other similar water bodies across the country.

The Water Quality data on rivers, lakes and ground water locations which are being monitored under the monitoring network (NWMP)and compared against standard water quality criteria resulting to the identification of polluted stretches.  It has been observed that organic pollution continue to be critical at some of the monitoring locations.  Disposal of domestic sewage from cities and towns is the biggest source of pollution in both the regions of our State. Sewage with the existing facilities and the STPs in the pipeline which are likely to be commissioned shortly,  so that level of water quality of  River Tawi  at Jammu, River Devak at Udhampur ,River Jhelum and  Dal- lake in Kashmir   is improved to the level as per criteria for Designated Best Use (DBU)  as per water quality  classification. The monitored data is also shared with allied departments/agencies to take further remedial and control measures.  State Government has taken an initiative to tackle the issues of sewage treatment in phased manner, which will help in improving the water quality of recipient water bodies.

                                                                           

C) Monitoring and Identification of Polluted Stretches.

i)   Background:-

On the basis of monitoring and data submitted to CPCB through EWQDES (Environmental Water Quality Data Entry System) under National Water Monitoring Program during the period 2016-17, the CPCB has identified 351 Polluted River stretches in the country in 2018, falling in the range of Priority I to Priority V, which include nine (09) polluted stretches of different rivers in Jammu and Kashmir. Among these nine stretches, five (05) Polluted stretches on different rivers are in the Jammu region and four (04) have been identified in the Kashmir region.

ii)  CPCB Criteria for Priority/Category:

                          Based on pollution load as per BOD level assessed the criteria for Priority / Category is as below:-

          iii) NGT Directions:-

                          In reference to Hon’ble NGT Judgement dated 20th Sept. 2018 in the matter of O.A No.673/2018, regarding rejuvenation of Polluted River Stretches, 351 locations have been identified as polluted river stretches across the country based on pollution load. Action plan has been sought for making the  river polluted stretches fit for bathing purpose  (i.e , BOD < 3mg/l ), with in  a period six months after finalization of action plan by the CPCB.

                   In compliance to  Hon’ble NGT  directions  for restoration of Water Quality of identified polluted stretches , action plan has been submitted by the River Rejuvenation Committee (RRC) for making the river polluted stretches fit for bathing purpose  (i.e , BOD < 3mg/l ), with in  a period six months after finalization of action plan. 

                          iv)  Present Status of  identified Polluted Rivers in Jammu and Kashmir:-
